Webster and His Dictionary
When Webster was young, he was a teacher.
But he quickly became tired of the books he used in class. They
were all about the English people and places. Since he wanted
books that would be interesting to American children, he wrote
three books with many American examples.
Webster worked hard to change the
spellings of American English. He wanted words to be spelled in
the same way they were pronounced. For example, he thought the
word “laugh” should be spelled “laf ”. And he tried many ways to
ask people to help him to do this.
One day he walked into a print shop and
gave the boy there a piece of paper. “Young man,” he said, “when
you print any book in the future, please don’t spell the words
like the English people do. For example, when you see these
word: theatre, centre, colour, and labour, please always print
them as theater, center, color, and labor.” The boy studied it
and answered, “OK, but I must ask my boss first.”
With the money he made from his books,
Webster could start his great work, which took him more than
twenty years to finish. In 1828, the fist American English
dictionary was born. And today, Webster’s dictionary is thought
to be the most important Amrican English dictionary in the whole
world.

A new English speaking test will hit the
market this year to satisfy Beijing’s need for more English
speakers able to communicate effectively with native speakers of
English .
All Beijingers under 40 are qualified to
take the test, with no restrictions (限制)
on profession or academic(学术的)
background. Students at all level, including primary school,
middle school, vocational(职业的)
school and college, are also entitled(有资格)
to take the test.
“Beijing needs more residents who can
speak English well now that it has been awarded(授予)
the 2008 Olympic Games. But now, though most residents know some
English ,their speaking and listening skills are not high enough
to carry out verbal(口头的)
communication with native speakers,” commented Xu Xi’an,
director of the Beijing Municipal(市)
Education Commission, the primary producer of the test.
More than 10 other municipal departments
joined the production of the test, including the Beijing
Economic Commission, Beijing Construction Committee, Beijing
Municipal Administration(行政)
Commission, Beijing Public Security Bureau, and Beijing Tourist
Bureau.
They will encourage their staff to take
the exam and gradually make the certificate(证书)
a necessary qualification(资格)
for employment.
It is expected eventually to become a
widely-accepted proof of language ability for Beijingers.
The test focuses on examining
candidates’(参考者的)
communicative abilities. The test is divided into two parts,
listening and speaking ,each of which accounts for 50 per cent
of the total score. The listening part lasts about 20 minutes
while the speaking part takes only half this time.
The test will be conducted twice every
year. The first test is planned for late 2002, with
registration(登记)
set to take place in June. But the exact dates for the test and
registration have not yet been set.
According to an official at the Beijing
Examinations Authority—the authority responsible for designing
the test—test preparation guides and training materials will be
published in March. In the coming months 21st Century
